This is an unsolicited design study. It has not been submitted to the city, and ACVN represents no client, owner, or applicant for this site.

The parcel — an aging shopping center — is identified in the city's ordinance and Comprehensive Plan for revitalization as a mixed-use, walkable “City Center” node. In late 2024, a 200-unit townhouse development was submitted for the site under by-right zoning.

We wanted to see what the Comprehensive Plan's own vision might look like if it were built here: a neighborhood center of vertical mixed-use buildings with a range of housing types and sizes, ground-floor retail, and a public plaza. Development of this kind would require a Special Use Permit, but it corresponds closely to what the Form-Based Code and the Comprehensive Plan already call for on this parcel.
